Lt Col William Steele is accused of giving detainees free use of a mobile phone at Camp Cropper and fraternising with the daughter of a detainee. It is the latest of several scandals involving US jails in Iraq, the worst being the 2003 Abu Ghraib abuse case. Col Steele is also accused of improper behaviour with his Iraqi interpreter and holding unauthorised information. There are four overall charges against Col Steele and nine specific alleged offences. He was arrested last month and is being detained in Kuwait, a US military spokeswoman said. Others offences include dereliction in the performance of his duties, failing to obey an order and wrongfully possessing pornographic videos.The alleged offences took place between October 2005 and February 2007, a US statement said. Col Steele was arrested in March. "His current status is that he is in confinement and waiting for his Article 32 hearing," the spokeswoman said. The hearing would conducted by a panel of military officers who are to decide whether the suspect should face charges. Criticism Camp Cropper, in the west of the Iraqi capital close to Baghdad International Airport, is believed to hold about 3,300 Iraqi prisoners. It is the second largest US military jail in Iraq, the other being Camp Bucca, near Umm Qasr in the south of the country, which holds an estimated 15,000 detainees. Executed former Iraqi leader Saddam Hussein spent time there, including for medical treatment, although the US military says he was never under Col Steele's responsibility. US detention facilities in Iraq have been the target of sustained criticism for holding detainees without charge and for widespread abuse of prisoners. The worst controversy was in the first year of the US occupation of Iraq, when it was revealed that guards abused prisoners at the notorious Abu Ghraib prison on the outskirts of Baghdad.

Shi'ite power struggle escalates By Babak Rahimi - Asia Times Online 26 April, 2007 Since the political bloc loyal to Muqtada al-Sadr abandoned Parliament and Iraqi government ministries on April 16 - in a move to demand that Prime Minister Nuri al-Maliki set a timetable for the withdrawal of foreign troops - the Sadrist movement now appears to be tilting toward a more militant stance, separated from the political process and, consequently, relying more on the influence of the Mehdi Army for control over the Shi'ite population. This new development entails multiple factors, one of which is primarily an apparent increase in the level of rivalry between Shi'itemilitias in the main urban centers in southern Iraq. The eruption of violence in the first week of April in the northern part of the predominately Shi'ite city of Diwaniya, which is the administrative center of al-Qadissiya province, underlines the escalation of competition for power among militia organizations, as followers of Muqtada lead the way to claim the mantle of Shi'ite leadership. Unlike previous sporadic clashes in the city, which mainly occurred between Iraqi police and Ba'athist forces, the recent fighting testifies to a power struggle among Shi'ite groups in Diwaniya. The most notable clash before 2006 was the case of Hazim al-Shaalan, the former defense minister of the interim government, whose bodyguards fought against Iraqi security forces in January 2005 while campaigning for the elections. Since the rise of Muqtada's popularity in Diwaniya after the 2005 elections, the Sadrists are demanding more power in a city that is largely dominated by rival groups, namely the Supreme Council for the Islamic Revolution in Iraq (SCIRI) and local tribal forces. Muqtada has gained considerable support among the poor and the young in a city of nearly 500,000 people. For the most part, the early-April collision between joint US-Iraqi forces and the Mehdi Army was a continuation of months of violence in the city. The origins of the conflict may be traced back to last September when, after various explosions and many deaths, US forces arrested a number of Mehdi militia men and confiscated Muqtada's computer equipment from his Diwaniya office. The move was aimed at decreasing the disruptive activities of the Mehdi Army in the form of assassinations of members of political rival groups and the brutal imposition of Islamic law on the inhabitants of the city. Muqtada's call for a united Iraqi front on April 9, which immediately followed the early-April Diwaniya fighting, revealed a new strategic tactic. The display of a united Iraqi front was first aimed at the Sunni-Shi'ite alliance with an aura of nationalism to oppose symbolically the presence of US forces. The call was also, however, aimed at increasing his legitimacy among Iraqis, both Sunnis and Shi'ites, in opposition to any form of sectarianism, mainly led by some Sunni insurgents and, especially, the militia of the SCIRI, the Badr Organization, which for the moment controls Diwaniya's police force and the Qadissiya provincial council. The main threat to Muqtada and his Mehdi Army has been the Badr militia. The Sadrists' recent attempts to control Diwaniya testify to such ongoing rivalry between these two Shi'ite groups that seem to be unwilling to make compromises over the control of Iraq's southern cities. There is also tension among the tribal forces in the city over the control of khums money, annual religious taxes of one-fifth, which are levied by Shi'ites on income to be spent on the Prophet's family and the poor. For the Sadrists, the tribal forces have failed to distribute the money fairly to the people in the city, as required by Islamic law. As in the case of Karbala, the followers of Muqtada are interested not only in military domination, but also in control of major holy sites and religious practices, hence expanding their influence in all aspects of Shi'ite Iraqi life. There are two possible reasons behind Sadrist attempts to control Diwaniya. One can be directly linked to the implementation of the Baghdad security plan, which since February 14 has forced the Mehdi Army to maintain a low profile in Baghdad, although it appears to continue to press for power in other cities like Basra and Diwaniya. Second, it is possible that Muqtada is trying to gain more independence from Tehran and Najaf, especially Grand Ayatollah Ali al-Sistani, by defying the idea of a united Shi'ite front against anti-Shi'ite Salafism, which may seem anti-Sunni to many Sunni Arabs, and the US presence in Iraq. By doing this, Muqtada is also attempting to bolster his base and reassert power by appealing to various splinter groups in his Mehdi Army who have accused him of treason for too much flirtation with the Iranians and the Iraqi government, the latter being perceived as an extension of the US presence. Diwaniya is the powder keg of Iraq. With vying Shi'ite militias and tribal forces, the city is bound to become a site of intra-sectarian conflict, namely a clash between Badr and Mehdi militias in major cities like Baghdad, Basra and Diwaniya, despite a surge of troops in Iraq. This security crackdown has been going on since February. Here are yesterdays figures. Does anyone still think this plan is actualy working? - At least 30 people have died and many more were hurt after a suicide bomber targeted a funeral in a Shia town north of the Iraqi capital, Baghdad.Police say the attack in Khalis, in Diyala province, took place inside a tent where mourners had gathered.
- Earlier, the US said three US soldiers and a translator died in a Baghdad bomb at the weekend and another nearby was shot dead. Also a marine died in Anbar.
- Additionally, four Iraqi civilians were killed by a suicide bomber in Baghdad, one of several violent incidents.
- Five people died in an explosion in the southern city of Basra on Sunday. nitial reports suggested it was a car bomb attack, but the British military said the blast appeared to have been caused by militants accidentally detonating explosives they were moving.
- Two people were killed and 15 wounded when a bus bomb exploded in a road tunnel, damaging a main artery in western Baghdad.

Below is a report taken from the BBC. The good general made these comments on a BBC show called Newsnight. He appears to regard himself as quite the expert! Gen Sir Michael Rose also told the BBC's Newsnight programme that the US and the UK must "admit defeat" and stop fighting "a hopeless war" in Iraq. Iraqi insurgents would not give in, he said. "I don't excuse them for some of the terrible things they do, but I do understand why they are resisting." The total number of UK troops killed in operations in Iraq stands at 147. 'Admit defeat' Sir Michael has written a book drawing similarities between the tactics of insurgents and George Washington's men in America's War of Independence. The Dick is back! Cheney in Baghdad for key talksBBC News Online - 9 May, 2007 US Vice-President Dick Cheney is visiting Baghdad to press feuding Iraqi leaders towards a political accord that could stem the daily violence. "This is a very important time. There's a lot to talk about," Mr Cheney said. He met the top US commander in Iraq before heading into talks with Prime Minister Nouri Maliki and his cabinet. A joint US-Iraq security "surge" in Baghdad is entering its fourth month but sectarian violence continues and US troops are being killed every day. As Mr Cheney arrived in Baghdad, at least 14 people were killed in the city of Irbil, in the relatively calm Kurdish north. Mr Cheney held talks with the US ambassador, Ryan Crocker, and with the commander of US forces in Iraq, Gen David Petraeus. Ambassador Crocker said the vice-president would try to dissuade Iraqi politicians from taking a two-month holiday this summer. "For the Iraqi parliament to take a two-month vacation in summer is impossible to understand," he said, given the "major effort" being made by US and Iraqi security forces. Mr Cheney was also expected to urge Iraqi leaders to work harder to heal political rifts. His previously announced trip to Iraq comes at the start of a Middle East tour that will also take him to the United Arab Emirates, Saudi Arabia, Jordan and Egypt. 9 detained in missing U.S. soldiers case BAGHDAD (AP) -- U.S. soldiers widened the search for three missing American soldiers, detaining nine people in a raid Saturday about 25 miles from where the service members were taken captive, the U.S. military said. The raid occurred in Amiriyah, a longtime Sunni insurgent area along the Euphrates River west of Baghdad, the U.S. said in a statement. The statement said the Amiriyah raid was part of a move to "follow tips and information leads in the disappearance of three U.S. soldiers." Tribes in the Amiriyah area are related to those who live close to where the soldiers were seized May 12. In addition, U.S. troops arrested two people in Baqouba "associated" with the al-Qaida command network, the U.S. said. Baqouba is 35 miles northeast of Baghdad, and it was unclear whether their arrests were directly related to the search for the missing soldiers. The focus of the search is around the village of Quarghuli, 12 miles south of Baghdad, where the soldiers were captured following an attack on their observation post. Four American soldiers and one Iraqi were killed in the attack. An al-Qaida-linked group has claimed responsibility for the attack and the kidnappings.

The suspect, Sheikh Azhar al-Duleimi, was killed in a firefight after American troops raided a house in northern Baghdad on Thursday night, the officers said, in speaking in separate interviews. The raid was prompted by intelligence that Mr. Duleimi had recently returned from Iran, they said, where he had fled after the January killings. In that attack, 9 to 12 men dressed in American uniforms drove a convoy of sport utility vehicles into a government compound in Karbala, killing one soldier and abducting four others. Those four soldiers were killed shortly afterward as the police pursued the attackers. Fingerprints taken from Mr. Duleimi’s body matched those found in one of the captors’ vehicles. “We think he was the leader on the ground in the assault,” said an officer with access to reports on the raid. Latest suicide nutcase commits the ultimate sacrifice and takes 20 innocent civilians with him for the ride. Twenty killed in Iraq cafe bombing BAGHDAD (AFP) - At least 20 people were killed when a suicide bomber blew himself up in a crowded cafe in a predominantly Kurdish town near the Iranian border, police said Wednesday. "There were 20 killed and 15 wounded as well, all of them men. A suicide attacker blew himself up in a cafe in Mandali," said Lieutenant Ahmed Ali of the Iraqi police force in Diyala province, north of Baghdad. The blast came five days after alleged Al-Qaeda gunmen massacred 16 Kurdish villagers in a community just outside Mandali, which lies 100 kilometres (60 miles) northeast of Baghdad near the Iranian border. Diyala is in the grip of a vicious three-way conflict between Sunni insurgents, Shiite militias and allied US and Iraqi security forces. Many of the Kurds of Mandali are Shiites, and there have been unconfirmed reports that Al-Qaeda is trying to drive them from the border area in order to secure a smuggling route from Iran.

They found the first one. Missing US soldier 'found dead' Iraqi police say they have found the body of one of three US soldiers missing in Iraq since 12 May. Iran said Monday's talks will include discussions on security, a timetable for U.S. forces to leave Iraq, Iran's participation in Iraq's reconstruction and the presence of the opposition group, MEK, in Iraq, the news agency, IRNA, reported. The ambassador-level talks will include Iraqi security chief Mouwafak al-Rubaie, IRNA said. It did not provide further details. The Baghdad talks, which both sides say will focus solely on Iraq, are the first of their kind and a small sign that Washington thinks rapprochement is possible after nearly three decades of animosity. Baghdad- At least seven people were killed and 30 more wounded on Saturday in a series of attacks in southwestern Baghdad, a police source said. Basra- Three British soldiers were wounded in clashes with unknown gunmen near the British base at Basra international airport in northwest of the city of Basra, the spokeswoman for the British forces in southern Iraq said on Saturday. Baghdad– Two U.S. soldiers were killed and another wounded in clashes in the capital Baghdad and the restive Sunni western Iraq province of Anbar, the U.S. army announced in two separate statements on Saturday. Baghdad- The U.S. army said on Saturday a suspected leader of a secret cell was arrested and five gunmen were killed during a raid in the Shiite Sadr City, eastern Baghdad.

U.S. troops free Iraqi captives 42 discovered in al-Qaida hideout north of Baghdad BAGHDAD - American forces freed 42 kidnapped Iraqis - some of whom had been hung from ceilings and tortured for months - in a raid Sunday on an al-Qaida hideout north of Baghdad, the U.S. military said. Military officials said the operation, launched on tips from residents, showed that Iraqis in the turbulent Diyala province were turning against Sunni insurgents and beginning to trust U.S. troops. “The people in Diyala are speaking up against al-Qaida,” said Maj. Gen. William Caldwell, the top U.S. military spokesman in Iraq. Elsewhere in Diyala, a U.S. soldier was killed when an explosion hit his vehicle and a second soldier was killed in an explosion in Baghdad, the military said. It is well known that the Iraqi police are heavily infiltrated by militia groups, leading to split loyalties and corruption, our correspondent says. Fewer kidnappings The missing security guards are all believed to have been working for the GardaWorld security agency - a Canadian-owned firm largely staffed by British former service personnel. GardaWorld is one of the biggest suppliers of private security in Iraq, and is thought to have hundreds of staff in the country.The company's abducted client was thought to be advising the Iraqi finance ministry. The BBC's security correspondent, Frank Gardner, says a British crisis team, including police hostage negotiators, members of the secret intelligence service, and regional experts, is being assembled to establish lines of communication with the kidnappers. About 200 foreigners of many different nationalities have been kidnapped in Iraq over the past four years, though the number has fallen dramatically since a few years ago. This is thought to be the first time an abduction has been staged at a government facility. Correspondents say hopes for the captives' future depends on who is holding them. The Sunni al-Qaeda has a record of killing captives, while if it is a Shia group, there may be scope for political negotiation, our correspondent in Baghdad says. If it is a criminal group, then GardaWorld can expect a ransom demand, he says. The British government itself has a declared position of not paying ransoms.
