Latest solution offered by Tarik Al Hashimi

Iraq 'should talk to militants'
The vice-president of Iraq, Tareq al-Hashemi, has called for talks to be opened with the country's insurgents in an attempt to bring peace.  "I do believe that there is no way but to talk to everybody" with the exception of al-Qaeda, he said.  He told the BBC that militants were "just part of the Iraqi communities".
Mr Hashemi, a Sunni, has personal experience of Iraq's violence. Last year Shia militias murdered his sister and two of his brothers. But he told the BBC that the only way for Iraq to make progress is for negotiations to take place. Apart from al-Qaeda, which he said was "not very much willing in fact to talk to anybody", all parties "should be invited, should be called to sit down around the table to discuss their fears, their reservations".

A good question. The definition of Militants is broad by any standard. According to all Hashimi we should be talking to all Militias except Al Qaida? What about Tawhid Wal Jihad, Ansar Al Sunna, Jihoosh Al Mehdi etc? All have committed terrible crimes against the Iraqi people and continue to do so. In my opinion bringing such animals into the political process is tantamount to rewarding them for their crimes.

Is this true? Has anyone heard anything?

Did anyone happen to read the below comment from the above news item about Sistani?

وقد أعلن رفضه للجنسية العراقية التي منحتها إياه 'الجمعية الوطنية العراقية

I'm not sure of the validity of the source as the report is taken from a website called islammemo? If true then Sistani just lost my sympathy vote. Hardly the patriotic comment I'd expect to hear from a man claiming to want to reunite Iraqis. Can anyone confirm or deny these statements made about Sistani?

I am not best placed to say whether the security plan is working because I'm not in Iraq. I do keep in contact with everyone in Baghdad and they tell me it hasn't made much difference. House to house searches are followed by more house to house searches. In the meantime Baghdad is being destroyed and its just as unsafe to go to the supermarket as it was before operation Fardh al-Qanoon began.

All the official reports say things are improving but the results speak for themselves. The only ones that truely know if its working are those posting from Iraq. Perhaps Saif, Alani or Akrawi can enlighten us?

Some figures from the Washington Post:

WASHINGTON -- In the past month, as the new security crackdown in Baghdad has begun, U.S. forces have arrested another 1,000 Iraqis, bringing to 18,000 the detainees now held in two U.S.-run facilities in that country.

Some people have just forgotten they a police force and army. Too sad.

On patrol with a Baghdad vigilante
By Mike Wooldridge

For several hours each night Abu Abdullah patrols his street in a mainly Sunni northern district of Baghdad - Kalashnikov rifle at the ready - to protect his home and those of his neighbours.

These days, many people in this violent capital do the same thing. Abu Abdullah - not his real name because he prefers anonymity in the growing climate of mistrust - is a 33-year-old Sunni. He got married in 2003, the year of the US-led invasion, and he and his wife have a two-and-a-half-year-old child and another of six months.

'No choice'
His family, like many others in Baghdad, crosses the Muslim sectarian divide. One of his parents is Sunni and the other Shia.

"A few months ago I never thought I would be involved in this," Abu Abdullah says of the neighbourhood guard operation. "We do this to protect our homes from the militias and the illegal forces."

For him it comes on top of a nine-hour day job.

"It makes me tired. But I have no choice to save my family and my children," he says.

Abu Abdullah has a brother who is 10 years older. In the dark humour of so many places and societies where conflict seems relentless, his brother points to Abu Abdullah's hair - already greying.

"Many people," says the brother, "think he is older than me."

Shia militia threat
I went to Abu Abdullah's district last August when US and Iraqi forces were engaged in their latest plan to restore security to Baghdad: Operation Together Forward. It was the first day of cordoning and searching the area. The remains of a car bomb were in the middle of a street as we entered but a local US commander said the house-to-house search was proceeding satisfactorily. The aim was to rid the most volatile areas of the capital of the perpetrators of violence of all kinds so that people like Abu Abdullah and his family would have a better chance of being able to live something approaching a normal life.

In various parts of the city people said the violence did dip. But the effect did not last. So now Abu Abdullah and his family, and six million other people across Baghdad, are waiting to see the impact of Operation Together Forward's successor - the new Baghdad security plan announced by Iraqi Prime Minister Nuri Maliki last month and made the cornerstone of US President Bush's new Iraq strategy.

Does Abu Abdullah believe it will make a difference? "I don't think so," he told me. He identifies the main threat in his district as Shia militias. He talks of an attack in which seven people were killed and he says the area is prone to mortar fire from the militias. But he says they are not the only problem.

His neighbourhood regards the police and army as being in collusion with the militias. "We don't have any trust in them," Abu Abdullah says. And so in his view the fatal flaw in the much-heralded Baghdad security plan is that these same Iraqi security forces will be in the lead. The only forces he and his community recognise as "real", he says, are the Americans.
So, once again it seems, the challenge for the US is to build the public's confidence in the Iraqi forces that Washington is relying on to assume increasing responsibility for security in the battered and bloodied capital.

But Abu Abdullah has a message for the Americans and their allies, too. If the Baghdad security plan did not work, I asked him, how did he believe the capital and the country might be pacified?

He said Iraq had to become "free from occupation" and have a "real government of all Iraqis". It is one man's view - the view of a man who describes Baghdad as "my home and my city". But he adds: "In this situation I don't like to stay. It is like hell."

i read the latest reort from Bush. He says that the plan is working?? this is what i do not understand. how can the plan be working becuase more 100s of people dying every day? this is the report.

Bush upbeat on Iraq security plan

There are now almost 80,000 US and Iraqi troops in BaghdadUS President George W Bush has said early indications suggest a security operation begun in Iraq more than two months ago was "meeting expectations".
Mr Bush said that, while there were still horrific attacks such as Wednesday's bombings, the direction of the fight was "beginning to shift".
Thousands of extra US troops are being sent to Baghdad as part of the plan.
Meanwhile the US defence secretary met Iraq's PM to urge more progress towards national reconciliation.
Robert Gates said he wanted to emphasise that the US commitment to Iraq was not open-ended.
Also in Baghdad, US troops have started building a five-kilometre (three-mile) wall around a Sunni enclave as part of a strategy of "breaking the cycle of sectarian violence", a US spokeman said.
The wall is meant to protect the Adhamiya neighbourhood, which lies on the mainly Shia Muslim east bank of the Tigris and has been badly hit by sectarian attacks.
'Shift in direction'
President Bush said that the potential for the security plan's success could not be judged until later in the year, but the first indications were beginning to emerge.

"So far the operation is meeting expectations," he said. "There are still horrific attacks in iraq, such as the bombs in Baghdad on Wednesday, but the direction of the fight is beginning to shift."
Three US brigades had already moved into Baghdad as part of the security surge, another was preparing in Kuwait and a fifth would arrive in Kuwait next month, he said.
With three extra Iraqi troops for every American, there were now almost 80,000 in the Baghdad area, he said.
But Mr Bush said for the Iraqi government to succeed there had to be political and economic, as well as military, progress.
"It's up to the Iraqi people and the Iraq elected folks to show America and the world they're ready to do the hard work necessary to reconcile and move forward," he added.
Mr Bush's comments come a day after US Senate Majority Leader Harry Reid said that the war in Iraq was lost.

Everyone has his or her version of events. As I said, big military statements don't impress me. I'd rather hear it from those it affects the most, the Iraqi public. With the news that the Americans are now building a barrier to separate neighborhoods and eye witness reports from Baghdad saying there has been no noticeable difference, I've lost faith in this security plan.

The American public must view George Bush's claims that the plan is working with complete skepticism. Bush = Truth just doesn't add up anymore. No connection to Al Qaida, no WMD's, no connection to 9/11 and no success with this new security plan. Nothing but hot air.
