Numerous reports for many months have stated that with collaboration from American occupation forces, Israel's espionage apparatus, Mossad, slaughtered at least 530 Iraqi scientists and academic professors.   Persistent Israeli hit squads against Iraqi scientists had been active in Iraq since April 2003, but the latest chapter was uncovered on Tuesday, 14 June 2005 by the Palestine Information Center which, citing a report compiled by the United States Department of State and intended for the American President, stated that Israeli and foreign agents sent by Mossad, in cooperation with United States, to Iraq, killed at least 350 Iraqi scientists and more than 200 university professors and academic personalities .   According to the report, which was referred to the U.S. president George W. Bush, Mossad agents had been operating in Iraq with the aim of liquidating Iraqi nuclear and biology scientists, among other scientists, and prominent university professors.   That was after the U.S. failed to persuade those scientists to cooperate with or work for it.   "Israeli commandos had been operating on Iraqi territory for more than a year, the focus of their activities being the assassination of Iraqi scientists and intellectuals. The Zionists resorted to the large-scale assassination campaign after the failure of American efforts that started immediately after the American occupation of Iraq, aimed at attracting a number of Iraqi scientists to cooperate and go to work in the United States," The Palestine Information Center quoted the report as saying.   "Some Iraqi scientists were forced to work in American research centers; however, the majority of them refused to cooperate in certain fields and fled the U.S. to other countries", it further stated.   The Pentagon agreed with the suggestion of Mossad, which believed that the best way to get rid of those scientists was to "physically eliminate them".   The American security service provided Israel with complete biographies on the Iraqi scientists and academics to facilitate killing them, the report said, adding that the Mossad campaign targeting Iraqi scientists is still underway.     http://www.aljazeera.com/me.asp?service_ID=11311

For the Kurds who can not read Arabic and for the Muslims who do not know what is Islam and for the Iraqis who still do not know what the occupiers want for our Iraq. I do not know why the occupiers think we are not allowed to hit them where ever they are?  I do not know whether there are Iraqis or Arabs or Muslims or Christians who still think the defence of our countries is the duty of only those in uniform? Most of those in uniform have fallen defending us, at least we should defend their families and ours. Otherwise there will be no place not just for us but for humanity to live in; in reality escape to.

If this is what you believe in, the occupiers and their dogs want to even change the name and the nature of our country. They want to convert Iraq to a Federal Iraq, already deleted the section of our constitution forbiding the presence of foreign forces on our land, already opened our economy to the foreigners to suck us dry. Those with the big turbins who were fighting President Saddam for his "secular inclinations" do not reach his heels. Baher AlElom, alTabtabia' ..etc I do not know how do they think they will escape the punishment of Allah. Even the devil whom you are worshiping consciously or not, will denounce you.

i support this idea and i am proud of ourf parliament to make such a brave step to attract investors instead pf going after some ill minded ideologies andtheories about foreigners , taking over iraq
the target is to get rich and this law will opnen the path to it

we will see whoch path is going to be more succesful

soon, people will along through huge shopping malls in arbil look over villa complexes, listen to men like necirvan barzani talking about progrees being made in the field of democracy and economy

but i assume that people in baghdad will walk through huge garbage piles and look over slums like sadr city and listen to men like mutadar sadr , talking about progress in the field of killinf and destroying and blame it on the mossad and yezidis

There is no doubt that the Mossad are not behind the murders of the Iraqi scientists. They have been targeting the scientists since the late 1970's. I am sure that they also had a big part in the looted museums too, and even possibly the bombing of churches, mosques, and husseini Shia mosques (obviously to stir up civil trouble).

The Iranians are targeting the Iraqi pilots and army officers who fought against them in the Iraq-Iran war.

Iraq is in a messed up situation not only because of Iraqis, but because of foreign influence too.

Saddam introduced the same laws, which benefited all these foreign Arabs especially Jordanians, Egyptian, Sudanese,  and palestinians and even khaleejies (before 1990).  Guess what...Iraqis did NOT benefit anything. Therefore the so-called 'government of the federal state of kurdistan' is just repeating history.
I dont understand how the government or the people will benefit when foreign companies own land, dont pay taxes, and dont share profit. Bear in mind that the chances of these companies hiring employees from their own countries (non-Iraqis) is high. Therefore the local economy will not benefit.
In the UAE and Dubai, foreign companies can not buy land (only rent), but they dont pay taxes (whoch attracts alot of them) and they share a bit of their profits with the local government or sponsors. That makes more sense.

What evidence do you have of these recent assassinations? I could imagine that Israel eliminated people from Saddams regime but that happening today is ludicrous. What would they have to gain destabilizing Iraq? I think that Israel wants Iraq to be stable, democratic and peaceful instead of some crazy dictator taking power and shooting missiles to their country again. Can you even provide me with some reliable studies from the internet concerning this claim?

Tigris: lower taxes and lower wages for workers means foreign companies will build factories in Iraq and employ people. Dont you want to people to work instead of being unemployed? Isnt this same phenomenon happening in China today, and the country is growing like hell.

Higher taxes and higher wages attract no-one and no-one builds a factory to Iraq. All you have then is your oil.

you assume that the companies will bring in their own staff,
tigris , it ay the truth i some gulf states bt not aroound the world
they will hire of course local people  and teach them new techniques etc.
this law only say , that for the first period , they are free from taxes , but of ourse , later they have to pay taxes
but the good thing is , that they can own the land and are not on the mercy of the government ,
the mentality of the kurdish is closer to the europan one, that is why , i do not believe or think , that kurds will not work as construction workers, or in the frabric halls,of course they will be primarily kurds and iraqi arabs , perhaps turks or iranian

Some Kurdish workers said they resent the Arab labourers for making it more difficult for them to find work and for bringing wage levels down.

this law will be succesful and add more freedom  to the kurdish region and create am investment friendly atmosphere

Firstly the Israelis would have alot to benefit from a de-stabalised and divided Iraq and would do anything to make sure that Iraq will not be united and strong as it was before. The assasination of scientists is to ensure that the scientists will not pass infiormation or knowledge for a future Iraqi government or for any Arab neighbouring regimes. Hence they kill them. This will also ensure that there will be no nuclear scientists in the future in Iraq. They regard this as a threat to them. They dont take into account that the scientists just want to live their lives and could be useful for nuclear energy.
Also, you are being a bit one-sided talking about Saddam's strike against Israel. What about Israel's strike on the nuclear reactor plant in Doura in 1981? that was a very dangerous strike as if there was radiation then it could have spread all over the capital and country. It shows that they have no regard for Iraqi life which means they are a threat.

Secondly, with regard to the foreign companies.. as I mentioned earlier, there is a high chance that these companies would employ their own staff or employ staff from third countries. Take a look at the foreign companies operating in Iraq now. Security firms are employing Americans and Yugoslav merceneraries, construction firms are employing Nepalese, Chinese, and Turks, etc. there is a high chance that most of the others would employ foreign workers. This is in addition to the fact that Iraqis working for foreign companies are being threatened by terrorists and insurgents. Therefore its likely that workers will be foreigners. Therefore the local economy will not benefit much. If some form of taxes and profit sharing is invloved, then its fine, and I am sure this is the case in China as it is in the UAE.  
I would also like to add that a large number of Iraqis are educated and intellectual, and are capable of occupying top positions in companies, but many of these companies still are employing their own people. Could be the lack of trust.

As mentioned above in my reply to Jukka, at the moment most of these companies are hiring their own people or people from third countries (Nepal, India, China, Turkey..). Therefore the Iraqis and local economy is not benefiting much. If, however, taxes will be charged later in the long term then thats fine. As long as the locals and country benefits thrn thats fine. I do however prefer if land was leased rather than sold. I would like the country's sovereignty to be protected.

Of course its better for Israel to support stable democratic Iraq than chaos in Iraq. Iraq wont stay in chaos forever and after the chaos ends they benefit if Iraq is democratic and not dictatorial. And the Israeli air strike on Osirak nuclear facility was justified and the right decision, because a lunatic cant posess doomsday weapons. Why are you blaming the israelis for the Osirak attack because it was Saddams fault? Saddam was crazy and couldnt possess nukes (obviously) so why did he invite the bombers???

On the economy issue I should say that of course they will hire cheaper Iraqi laborers than expensive western laborers. This is happening in China currently. And regarding the mercenaries they are professionals and you cant find such people from Iraq. And I think that coalition has employed iraqi construction workers in some projects. Coalition has probably also employed foreign construction firms because Iraq doesnt have many construction firms there currently. It is obvious that arian is correct.

So you think that an attack, which could have easily killed 100's of thousands of innocent civilians, is justified?. Osirak facility was for nuclear energy. However, suppose that it was for uranium enrichment for nuclear weapons. Do you think that Saddam the lunatic would be stupid enough to strike Israel with nuclear weapons? especially at a time when he was at war with Iran and backed by the West?. 400,000 former Iraqi soldiers are sitting at home because some idiot decided to dis-band the army. Are you telling me that out of those 400,000 men you cant find a few hundred professionals?. Most of the mercenaries employed by security companies have criminal records in their countries of origin, hence there are innocent Iraqis being killed by them.

They do have construction firms. In 1991, following the Gulf War, Iraqi construction firms rebuilt almost 200 bridges, many roads, destroyed buildings, and the electricity grid in less than 18 months. Thats under the sanctions too. This is not to mention the palaces that were built for that tyrant Saddam. But anyway, they were Iraqi construction firms 100%. Surley they can have a bigger role now. At the moment we see Haliburton and Bechtel sucking all this cash and doing minimal productivity.
I a not saying that all foreign firms should leave, but I am saying that Itaqi companies should at least have some form of priority.

Of course it was illegal according to international law. However I completely understand why Israel doesnt want a psychopath to have doomsday weapons. Of course the deaths of innocent iraqis and one frenchman are unfortunate, but giving Saddam his bomb is worse of these two bad options.

Tigris I think that during the air strike there was no risk of a catastrophy. If you find a reliable link proving otherwise id be happy.

The official name of Iraq is the Republic of Iraq. This is not Federal Iraq or any other.  We have our own original Iraqi constitution, which defined our country and at least at a  theoretical level the duties and responsibilities of its citizens and authorities. It defined as well that our wealth is our wealth; it does not belong to any foreign companies or individuals. No province has more share of the wealth than others. Our last government also invested the wealth inside the country to strengthen it for the ultimate aim of liberating Palestine and the occupied Arab countries from the foreign filth represented by creatures like yourself.  Even on civilian level, what sort of dirt those foreigners are to kill our Engineers and Scientists so that they take their jobs and our wealth. After fifty years of occupation, what sort of language are the Palestinians talking about? Why shall the Kurds be different? Why Japan and Germany are still occupied until now?    
 
In conclusion those who are listening to you whether in northern Iraq, the middle of Iraq or the south of Iraq will soon regret the day they have been born if they are not going change their minds about the crime to destroy Iraq. This is like their Americans masters who are realizing that it is the jews and the british who are pulling their strings. You will see who is going to be pulled until death on the streets of America.

So since when the multinationals or any foreign company will come to any country to bring prosperity to it? Why the british oil company was stealing up to 80% of our oil and the oil of the countries where they impose themselves on them? After we nationalised the oil we had it all. Now a british company are building even in AlNajaff. When the companies manager has been asked, are you going to travell to Iraq he said no, we have our Iraqi and other staff. Even if the former was not a cover up, what is the proportion of the profit which those bloodsuckers are going to make out of Iraq? Further, other british companies have already made up to 5 billion dollars from the killing of 150 thousand Iraqis just since 2003. Where are their projects? Why they have not come before to our independent Iraq. Which country employ its killers?  It seems even Germany have passed some of our military secertes to the top animals.

As far as who is killing our Iraqi people and destroying our country, the answer is clear, why did not we have these killings and dsestructions before the invasion? Any idiot can see that the animals who occupied our country are responsible for these crimes. Of course animals can not be held responsible for what they do, but those jews/british/americans/iranains are special type of animals.
