could some iraqi kurd explain to me the issue behind the peshurga and dyala provice

i have not been following this issue and it seems as the kurdish authority is split on this and I just can't understand why they are in dyala and what's the official position from the central government who seem as usual busy counting money than resolving issues

yes my brother the kurd think that they can do what they need and what they deside .................but the arab tel now hope that they return to their nationalisation .
