American Army groups changes their places in each three months,and in this case they must accepted the Agreement between the working society and the provincial governement, so to accepte they must take a commitions ,during one year the groups changes four time so the commition go up to 80 percent of the Budget, and later the project not constructed.
the strange thing that the republic ask the democrate to send more mony to iraq !!!
