وصفت الجبهة التركمانية العراقية التصريحات التي أدلى بها الزعيم الكردي مسعود بارزاني لقناة ( الحرة) الأمريكية الناطقة بالعربية والتي أشار فيها الى احتمال نشوب حرب أهلية في حال عدم تنفيذ المادة 140 من الدستور المتعلقة بأوضاع كركوك، بـ(الإفلاس السياسي)، لأنها تصدر عن شخصية لها مسؤولياتها تجاه الشعب الذي يمثله"

جاء ذلك في بيان أصدرته الجبهة نشرت اليوم وتلقت ( آكي) نسخة منه. وقال البيان الذي أصدرته الدائرة السياسية في الجبهة التركمانية" لقد أدلى رئيس المنطقة الشمالية مسعود البارزاني بتصريحات مثيرة لقناة الحرة بخصوص تطبيق آخر فقرة من فقرات المادة (140) المتضمنة إجراء إستفتاء حول مدينة كركوك لتقرير مصيرها، مهددا من خلال تصريحاته كافة الأطراف السياسية في العراق فضلا عن تهديده لدول الجوار. حيث هدد البارزاني ـ وبكل وضوح ـ بإشعال حرب أهلية إذا لم يتم تطبيق الفقرة الخاصة بالإستفتاء في المادة المذكورة. وإن مثل هذه التصريحات الصادرة عن شخصية لها مسؤولياتها تجاه الشعب الذي تمثله يعتبر إفلاسا سياسيا بكل المعايير

"وأشار البيان الى أنه" لم يعد بالإمكان تحمل المزيد من المآسي والكثير من الضغوط. إن العراق بلد حر وإن كركوك جزء من هذا البلد، لذلك نطالب الحكومة العراقية بتوضيح موقفها من تهديدات البارزاني، وإتخاذ الإجراءات القانونية في إطار "قانون مكافحة الإرهاب" بحق البارزاني كون تصريحاته تحمل نفسا إرهابيا. كما ونطالب كافة الأطراف السياسية توضيح موقفها من هذا التهديد، وندعو الأمم المتحدة ودول الجوار ومنظمات حقوق الإنسان الى التدخل العاجل من أجل منع حدوث حرب أهلية في كركوك وفق تهديدات البارزاني"

من جهته دعا جمال شان عضو المكتب التنفيذي للجبهة في تصريحات صحفية الى" تدخل الأمم المتحدة لحل مشكلة كركوك"، مؤكدا" أن قضية كركوك تشبه قضية دارفور وكوسوفو ينبغي على الأمم المتحدة أن تعالجها".وقال شان" نحن في الجبهة لن نلجأ الى الأساليب العسكرية، ولكننا دعونا الحكومة العراقية الى تحمل مسؤولياتها وإتخاذ موقف واضح من تصريحات البارزاني".وأشار الى" أن تصريحات البارزاني مجازفة سياسية بالمكاسب التي حققها الأكراد من الحكومة العراقية الجديدة، لأن إندلاع أي حرب أهلية كما يتحدث عنها البارزاني لن تكون كارثة لكركوك فقط، بل ستشمل العراق برمته"

وكان مسعود بارزاني رئيس إقليم كردستان قد أكد خلال مقابلته مع قناة الحرة في معرض رده على المطالب الداعية الى تعديل أو تأخير تنفيذ المادة 140 من الدستور قائلا" ليس هناك أي مجال لتعديل هذه المادة، ولسنا على إستعداد لخوض النقاش في هذا الشأن"، مضيفا" أي تأخير أو تعديل لهذه المادة يجب أن يكون ضمن قرار سياسي، وهذا شيء محال ، لأنه سيهدد الوضع السياسي برمته، وسيفتح الأبواب أمام جميع الإحتمالات والخيارات، لذلك يجب على اللجنة العليا أن تلتزم بتطبيع الأوضاع في كركوك"

وحول التدخلات الإقليمية في هذا المجال قال بارزاني" أعتقد أن هناك إتفاقا بين عدة دول لعرقلة تنفيذ هذه المادة أو إلغائها من الدستور، ولكن هذا مستحيل، وأي محاولة من هذا القبيل سيؤدي الى أن تأخذ الأوضاع في العراق منحى أكثر خطورة ، منها إحتمالات نشوب حرب أهلية فعلية، وعلى الحكومة العراقية الفدرالية أن تحترس من تلك المحاولات وأن لا تقع تحت ضغط دول الإقليم".

Turkish Commandos Inside Iraq?
Kurdish Media Reports 300-350 Turkish Troops Have Deployed 1 KM Inside Border

Hundreds of Turkish commandos have crossed the border into northern Iraq, according to a report by PUKmedia, a news service associated with the Patriotic Union of Kurdistan (PUK) of Iraqi President Jalal Talabani. The news comes just as Prime Minister Nuri al-Maliki is scheduled to lead an Iraqi delegation to Ankara for talks on Tuesday. There has been no official confirmation, but PUKmedia reported that on Saturday the Turkish military began an intense shelling of Zakho district, followed by the infiltration of 300-350 Turkish commandos into Sari Spi region, northeast of Zakho.

Villages in the area, situated along the northwestern border with Turkey, face regular bombardment by Turkish mortars, and it is not unheard of for a limited number of Turkish troops to cross the frontier in hot pursuit ops. However, if the PUKmedia report that these troops have deployed across the border and taken control of strategic sites is accurate, that would seem a more significant operation may be imminent. There are a number of scenarios that could explain what is happening on Iraq's northern border. First, PUKmedia reports the Turkish military as having moved just 1 km inside the Iraq border, which could be a geographic miscalculation on the part of either side, or a show of force designed to warn that more could follow if Maliki's upcoming meeting in Ankara does not produce the desired outcome.

Since Ankara has barred the Iraqi Kurdish leadership from participating in the upcoming meeting, it could also be that the account of Turkish troops crossing the border may have been invented or exaggerated in order to sabotage Maliki's planned meeting on Tuesday. The PUKmedia did not report the presence of any US Special Forces collaborating with the Turkish troops, but the timing of this news is interesting, considering last week's leak regarding the alleged existence of covert planning for joint US-Turkish operations against the PKK.

A more troubling but distinct possibility is that the Turkish military leadership, displeased with Prime Minister Erdogan's restraint on the PKK issue, has unilaterally undertaken the operation as a warning to both Iraqi and its own civilian leadership.

The Turkish military has an institutionalized secular mindset, which has its suspicions about the Islamic leanings of the ruling AKP party. When Prime Minister Erdogan proposed foreign minister Abdullah Gul as presidential candidate in April, the military leadership released statements on the Turkish general staff website saying that candidates must uphold secular values, essentially scuttling support for Gul, who is viewed as a conservative Muslim because his wife wears a headscarf. The situation led to Erdogan calling for early elections.

In the run-up to the vote, Turkish military chief Gen. Yasar Buyakanit ratcheted up the rhetoric criticizing the Erdogan regime's inaction on the PKK. The Turkish military also posted another critical statement on their website widely viewed to be as much about the domestic political situation as the PKK. Erdogan responded with his own strong words, warning that if the US and/or Iraq did not undertake their own measures, he would unleash the Turkish military to quash the PKK--after the election. The Turkish military has authority to conduct limited cross-border operations, but an invasion would require Parliamentary approval. Erdogan has said that he would not block any military request for authorization, but that it would have to wait until Parliament reconvened.

The newly-elected parliamentarians were sworn in on Saturday afternoon, just hours before the Turkish commandos reportedly crossed the border into northern Iraq. This could be Gen. Buyukanit way of demonstrating that he's ready for that authorization.

Maliki Labels PKK "Illegal Terrorist" Group
Iraqi PM in Turkey for 1-Day Visit, Reportedly Ready to Sign Anti-PKK Measure

Iraqi Prime Minister Nuri al-Maliki labeled the PKK an "illegal terrorist organization" in advance of his arrival in Ankara Tuesday, raising the prospect that the Baghdad government may be preparing significant shift in their tacit acceptance of the Kurdish rebel group's activities on Iraqi soil. The strong words come amidst unconfirmed reports that the two governments are poised to sign a bilateral agreement designed to establish the basis for a joint effort against the PKK.

"The PKK is an illegal terrorist organization, and the Turks are accusing them of terrorism. We don't allow for any terrorist organization on our soil," Maliki told the AP on the plane en route to Ankara. "We want good relations with our neighbor, Turkey, and we should not interfere in each other's internal affairs," he added.

Maliki arrived in Ankara Tuesday morning flanked by an entourage of Iraqi government officials. The Iraqi delegation has a full day of meetings scheduled, in which the two countries will work on improving bilateral cooperation on security, economic, and trade issues.
According to the Turkish daily Milliyet, senior Turkish diplomats and a senior Iraqi delegation led by Iraqi government spokesman Ali al-Dabbagh were finalizing a bilateral cooperative agreement against terrorism on Monday. Maliki and Erdoğan are expected to sign the deal, providing no serious problems disrupt the talks. Milliyet suggested that the draft deal put responsibility for fighting the PKK on the Iraqi government's shoulders, and reportedly outlines institutional cooperation in the fight against terrorism, as well as detailing procedures for handling captured terrorists.

“We are at the moment taking all measures against the PKK presence in Iraq, and we have been discussing with our Turkish counterparts the best way to raise our high-level cooperation against terrorism to the optimal level,” Dabbagh said in a brief interview with Today's Zaman on Monday, though he declined to confirm the Milliyet report.

“A consensus on the agreement needs time and negotiation,” he said, when asked whether the bilateral cooperation between the two governments against terrorism would be signed Tuesday, adding, “We are working on it and hoping to have a coordination which goes even beyond the content of the agreement for combating the PKK.”

When asked what Maliki had in his bag to offer to the Turkish government, Dabbagh responded: “Mr. Maliki is bringing good will and his sincere interest in having a strategic partnership between Iraq and Turkey to combat the terrorist threat that has been going on for 15 years. We would like to have it settled through different measures.”

The report that the two countries are working on a deal to establish a mechanism for handling captured terrorists raises the prospect that one bargaining chip Maliki could offer would be the extradition of Ali Riza Altun, a Kurd Turkey accuses of being the European fundraiser for the PKK.

Altun has reportedly lived in France since 2000, but was briefly detained in Austria in mid-July for traveling on false papers. Altun immediately flew to Arbil, Iraq upon his release by Austrian authorities, sparking a heated diplomatic row between Vienna and Ankara.
Iraqi ministers for Internal Affairs, Oil, Youth & Sports, Technology & Science, as well as Iraqi FM Hoshyar Zebari and Minister of State for National Security Shirwan al-Waili are accompanying Maliki. While Maliki and Erdogan are holding a one-on-one meeting, Turkish Foreign Minister Abdullah Gul will meet with Iraqi FM Zebari. The size of the delegation also raises the prospect of advances on other bilateral initiatives, and cooperative agreements on economic issues are also expected to result from the talks.

PKK Warns Against Iraq-Turkey AllianceThreatens "Grave Consequences" of Iraqi Military Action With Turkish Government A PKK leader and a Kurdish member of Iraq's parliament have spoken out against the memorandum of understanding Nuri al-Maliki signed with Turkish Prime Minister Recep Tayyip Erdogan earlier this week, with the PKK threatening "grave consequences" if Baghdad allies with Ankara against the organization.  
"Any possible joint attack by Maliki and Turkey against the party will not serve his government and might even cause its demise," Abdul-Rahman al-Jadirji, the official in charge of the PKK's foreign relations department, told the independent news agency Voices of Iraq (VOI) by telephone.

He said, "hostile" acts against the PKK would be deemed "hostile" against all Kurds. Jadirji considered Maliki's statements against the PKK, or Partiya Karkeren Kurdistan in Kurdish, as "antagonistic."

Mahmoud Osman, a member of the Kurdish coalition in the Iraqi Parliament, said the MoU "didn't represent the stance of the Kurdistan regional government," disagreeing with the prime minister's characterization of the PKK as a "terrorist" group, and rejecting possible Iraq-Turkey military cooperation against the group. "Turkey has been committing the crime of terrorism against the Kurdish people since almost 100 years and isn't granting them their rights. That's why it's not sensible to describe the PKK as a terrorist organization. Because the PKK is struggling against the terrorism committed being committed by the Turkish government," Osman was quoted as saying by pukmedia in remarks to an Iraq-based radio station.

Maliki declined to commit Iraq to a binding agreement with Turkey during his visit to Ankara on Tuesday, saying that a draft proposal would have to be passed before Iraq's parliament first. Instead, the prime minister signed a much less extensive memorandum of understanding. The draft agreement included provisions that would have ordered closure of PKK offices in northern Iraq, intelligence sharing, extradition arrangements for the organization’s leaders, cutting financial and logistical support, and preventing their radio and TV broadcasts.

Beyond a declaration of sentiments, the most concrete item on the memorandum Maliki ultimately signed with Erdogan established a telephone hotline between the Turkish and Iraqi security forces for exchanging information about PKK activities, and proposed to double the number of Iraqi soldiers deployed along the country’s border with Turkey from 400 to 800.
Rumors point to Kurdish Regional Government President Massoud Barzani as the reason why Maliki declined to sign the more comprehensive agreement, which has led to calls in the Turkish media for authorities to specifically target Barzani-held assets inside the country.

Turkey had rejected the notion of inviting Iraqi Kurdish leaders as part of the delegation for negotiations on the PKK, since they're viewed as too compromised by their personal links to or affinity for the organization. When asked during his press conference Tuesday about what role the KRG government would play in reaching a final settlement, Maliki told reporters, "Kurdistan is part of Iraq and agreements signed between countries puts the entire country under responsibility and would be binding for the sides."

Massoud Barzani has not spoken publicly about the latest development in bilateral relations, but has long opposed any attempt to disrupt the PKK's agenda. However, KRG Prime Minister Negervan al-Barazani on Tuesday confirmed the presence of a limited number of Turkish troops inside the governate, and said they were operating in northern Iraq with the permission of the Kurdish regional authorities.
